Competitive selection of applicants is carried out in accordance with the Regulations on Scholarships of the Head of the Republic of Bashkortostan for especially gifted students, approved by the Decree of the President of the Republic of Bashkortostan of 28.10.1999 No.UP-700 (as amended by the Decree of the Head of the Republic of Bashkortostan dated 10.07.2015 No. UG-156) : at the municipal and national levels.

At the municipal level, the competition is held by administrations of municipal regions and city districts of the Republic of Bashkortostan, the republican - Ministry of Culture of the Republic of Bashkortostan.
